I fondly enjoyed my Cal Assault with complex cardiac regulators and active scan between 1.0 - 1.7. It was my perfect mesh between medium and light suits. A heavy shielded medium suit that had agility and could self-sustain in terms of having vision with the scanner. The only reason I didn't choose to play a scout initially is because (a) there was no Caldari Scout but more importantly (b) because their fitting stats were garbage. That was really their main problem to begin with
Then cloaks and super scouts with beefy regen and scanning skills came along and in my opinion turned the game into a really gimmicky scouts vs heavies showdown. It completely made mediums irrelevant because as a medium you hardly ever had first shot opportunity because Scouts always saw you before you them, and any confrontation with heavies isn't any more suitable since your health is marginally higher than a HP stacked scout.
I honestly think that with the way this game provides direct intel of where the target is via the TACNET absolutely breaks any sort of balance between light, medium, and heavy. The fact that you can have a constant red dot above any and all targets in a radius around you as a Scout, thus knowing exactly where the enemy is at all times is, by any other FPS standards, a wallhack. The reason being that something like a cloaked Scout knowing where his targets are will always get the first shot. First shot advantage immediately puts you at a much higher chance of winning any engagement. In this scenario the only counter is massive HP to survive the initial burst and hope to be able to respond in time or countering by being invisible as well.
Honestly if we could completely get rid of hovering chevrons and only have them show up when you're directly aiming at a target, and then have enemy chevrons only show up on your radar and not directly on your HUD I think it would do a lot in the way of balancing Scouts. It's too easy to, like Rattati said, have a wallhack circle of death around you as a Scout.
